Gao Tao

The founder of the judiciary, today the ancestor of the Lu'an area in Anhui province.

Gaotao (more than 4000 years ago ), a descendant of the Yellow Emperor, is the son of Emperor Zhuan. Gaotao, together with Yao, Shun and Yu, is known as the "Four Ancient Saints".（Yao appointed him as Dali and Shun appointed him as a scholar and teacher, both of whom were the highest officials in charge of the judiciary）。

With the development of productive forces and the accumulation of private wealth, social stratification appeared. How to make people live and work in peace and contentment, Gao Tao assisted Yu in formulating the first law of our country, the Prison Code, which summarized the seriousness of theft, robbery, rape, murder and other crimes, and gave different sentences. He also set a precedent for the combination of "rule of law" and "rule of virtue" in execution, and he was regarded as the originator of Chinese justice and the first Minister of Justice of China. The Nine Ruling Virtues put forward by him include many aspects, such as people's disposition, temperament, morality and ability, which are the earliest criteria for investigating and selecting public officials in the history of our country.

He was also revered as a prison god. He drew circles on the ground and made criminals stand in them as punishment. Later, "dividing the land into prisons" was used as the initial place of detention for criminals, and from then on, China had prisons.

Gaotao was chosen by Dayu as his successor to assist him in handling leadership affairs. But he died before Yu and failed to succeed to the throne. Based on his achievements, Yu of the Xia Dynasty was granted a fief in the area of Lu'an, Anhui Province. Therefore, Lu'an is also called "Gaocheng", and Gaotao is the ancestor of Lu'an.
